FREQUENTLY ASKED QUESTIONS

Q: How can I find out more details about applying to MAWIB?

A: For every RFP or RFS that is issued, MAWIB provides potential bidders
with Technical Assistance sessions. Check the timetable at the beginning
of the RFP or RFS you are interested in for its particular TA session times
and dates.



Q: Can you help me write my proposal?

A: No. MAWIB cannot help your organization write its proposal, but we will provide as much technical assistance as possible.


Q: My organization would like to be a provider of Intensive Services. How do I apply?

A: The Intensive Services application process is only open periodically. Submit your organization’s address and/or e-mail, and we will be sure to send you notice of any Requests for Services that open up.


Q: What is the approval process for applications to the MAWIB?

A: All applications that are received by the due date for an RFP, RFS or Bid for Services are reviewed for completeness. The applications containing all required elements will be forwarded to an impartial Evaluation Team for review and scoring. Those applications coming through the Adult Services Department will receive final approval from the Program Committee. Applications to MAWIB Youth Programs will be reviewed and scored by an Evaluation Team, forwarded to the Youth Council for recommendations and submitted to the Board for final approval. MAWIB management generally reviews Administrative Bids.


Q: How long does the approval process take? How will I be notified?

A: The dates for approval and notification of successful bidders will all be included in the timetable of an RFS or RFP. Generally, the entire process takes 2-3 months. MAWIB notifies all applicants, regardless of whether they were approved or not.


Q: Does MAWIB provide funds to help me start a new business?

A: No. You may want to contact the Department of Commerce or the Small Business Administration for further information on starting up a business.


Q: Will MAWIB help my non-profit organization pay for summer jobs for youth?

A: Not directly. You may apply to become a worksite, but the MAWIB ’s funds are paid directly to the youth as wages, not to the hosting organizations. Your organization merely provides an employment site and activities for the youth.


Q: My non-profit organization began delivering services about six months ago. Am I eligible to make an application to the MAWIB?

A: Generally, MAWIB requires at least one year of continuous operation of any organization applying for a contract or for inclusion on a provider list. This is in accordance with the State’s decision not to fund start-up operations with Workforce Investment Act dollars.


Q: Our organization is small and does not get audited. Will a balance sheet be sufficient proof of financial stability?

A: The MAWIB requires a balance sheet and profit-and-loss statement. The organization’s fiscal strength will be determined by the information contained in both documents.


Q: If I become a provider for MAWIB, will WIA pay for services to my organization’s customers?

A: Not automatically. MAWIB will pay for services for individuals who are registered and enrolled in WIA. Send your customers to a Job Center to begin the enrollment process into WIA.


Q: I notice your applications often give bonus points to Disadvantaged Business Enterprises. How do I get Disadvantaged Business Enterprise status?

A: If you have a for-profit business whose primary ownership, management and control are held by minority individuals and/or women, you may meet the federal definition of “disadvantaged.”  Disadvantaged Business Enterprise (DBE) status can be helpful when a business competes to provide services to publicly financed projects.
